1) The student that reported it is a nosy snitch. Or it was a set-up.
2) What about the girl that gave her the candy just moments before?
3) (Here's where mostly comes in) Did the girl that got the candy even know there was vodka in it? I personally didn't know about alcohol-filled candy and would have been surprised. If she knew, punish her, but you still have to suspend the girl who bought the candy to school in the first place. She's the more flagrant violator in that case.
